The September General Body Meeting Chief Human Capital Officer Meeting Detail: Come and learn about the President's and the Director of OPM's plan to revamp the Federal Government hiring process. Patrina will share her insights about how GAO will implement the President's direction to incorporate standard practices found in the private sector into the Federal hiring process. Speaker Bio: Patrina has more than 23 years of executive and organizational leadership experience. Since 2008, she has served as the Deputy Chief Human Capital Officer for the Government Accountability Office (GAO) with responsibility for the agency’s human resources management function. Patrina transitioned to GAO from the Federal Election Commission (FEC), where she served for two years as the Staff Director and had responsibility for the overall management and administration of the agency while working very closely with the six Presidential appointees to the Commission.
Before joining the FEC, Patrina served as the Regional Executive Director for Naval District Washington, United States Navy. As the senior civilian official in the Region, she shared leadership responsibility with the military deputy for more than 3,000 employees. The offices under her immediate purview included Human Resources, Information Technology, Comptroller, Community Support, and Public Affairs. Patrina was awarded the Navy Meritorious Civilian Service Medal for achieving outstanding results in improving the morale and performance of employees. Prior to her service with the Department of the Navy, she held a number of key positions during her 17-year tenure with the Internal Revenue Service, most recently serving as Director, Cooperative Efforts and Strategic Support where she was responsible for the agency’s labor-management relations. Patrina was awarded a Hammer Award from the National Partnership for Reinventing Government in recognition of her efforts in modernizing the IRS. Patrina attended the University of Texas, where she began her undergraduate studies as a National Merit Scholar and University of Texas Presidential Scholar. She completed her undergraduate studies at Thomas Edison State College with an emphasis in Communications and Human Resource Management. She completed her graduate studies at the University of Maryland, where she earned a Master of Science in Management (MSM) with a concentration in Human Resource Management. Patrina completed Harvard Business School’s Leadership Best Practices program. She has a graduate certificate from the Cornell University School of Industrial Labor Relations in Human Resource Management, a Master’s Certificate in Project Management from George Washington University (GWU), and a joint certificate in Advanced Public Policy Leadership from the Brookings Institution and GWU. She is a graduate of Georgetown University’s Senior Executive Leadership Continuing Studies Certificate Program and GWU’s Senior Executive Development Program. Patrina is a certified Senior Professional in Human Resources (SPHR) by the Human Resources Certification Institute (HRCI) and has a Top Secret (TSSCI) security clearance. She is a member of several professional organizations, including the Society for Human Resource Management (SHRM).
